About mod_same_subnet_forbid

I was wondering about mod_same_subnet_forbid, a variable I didn't look into before. On a newly installed Slash site I found it to be '1', does this mean users are prevented from moderating comments originating from their same subnet?
This would be quite a problem for sites (like mine) where all comments seem to come from the same IP because of the use of mod_rewrite, as explained before.
I set it to '0', hope it's the right thing to do.
