When a user insert a new plugin it has to be approved by the repository admin. You have to insert a new plugin and a new release and the two things have to be approved. Until a plugin and a release hasn't been approved, the plugin doesn't appear for others. We have to work in make this more clear to the user with a message when the plugin is inserted.
