I definitely think default comment posting format is a choice that must be made, and it should be governed by who the intended audience of the site is. If that is not reflected in the documentation at the moment, it should be.
I don't know if you've noticed this, but Plastic.com [plastic.com] uses Plain Old Text as its default post format. I know Joey Anuff and Jon Phelps well enough to talk to them, and I think they made the right decision on this. Their audience is not as technical as Slashdot or Slashcode.
