If I may yet again refer [slashcode.com] to that previous article, the behaviour is *meant* to happen when you run the script from the command line. (The technical reason is that running from the command line does not set up the mod_perl environment including the DSN)
You can't learn anything from running the script from the command line. You must look elsewhere for the problem, starting with the error logs.
