Some of my sites are smaller, too, and I had the same problem. You can change the frequency by which people are asked to moderate. I think the vars you'd want to change are either m2_consensus_waitpow or m2_userpercentage.

You can do this site-wide, or by story/discussion. Personally, I like some of the newer options - only allow friends, or friends and their friends, etc.
